Hello i run a chat network long time ago, triying to reopen and im looking for a reliable server, this project os freeware? or not avaliable for people for host their own server and customize.

Nope not available for download. It is only available as SaaS and can be cheaper depends on the network utilization. Decent server for irc would cost $150 at least and for website $99 (total $249). ircd shell accounts are cheaper but they usually put 100s of irc servers on the same box and performance is peak hours is not ideal. Hosts who put less servers charge more also. Our policy is to keep 50% resources free so there is are lot of cpu and memory available to each network without issues. Plus there is additional support services to patch servers on time and minimize downtime during hardware failure.
This year our quota is full, we only had plan to add 3 networks this year, next year we'll add more.
